Charged With Throwing His Ex and Their Baby From a 15th-Floor Bronx Balcony. He Had Been Arrested Twice in January.

Just before 3:40 a.m. Tuesday, police were called to 2550 Olinville Avenue in the Allerton section of the Bronx. Nathaly Ramirez, 23, and her 8-month-old daughter had fallen from a 15th-floor balcony. Ramirez died. The baby survived, and by Thursday was in stable condition.

Police say Angel Carrasco, 31, her ex-boyfriend, pushed them. He was arrested Wednesday night, charged with murder, attempted murder, manslaughter, attempted manslaughter and assault, and on Thursday was walked out of the 49th Precinct, seemingly smiling, as a crowd shouted “Coward.” He is presumed innocent.

§ 01 / What Police Say Happened

Officers received the 911 call around 3:38 a.m. Tuesday, Fox News reports. In a statement, the NYPD said, “Further investigation determined that both individuals had been pushed from a balcony.” Police say Carrasco came to the apartment with flowers hoping to reconcile and, when that failed, threw Ramirez and the baby off the balcony and fled, according to the Daily Wire.

Neighbors described what they heard. Robin Mendzies told the New York Post she heard a male voice shouting, “Jump!” and then “a big thud and a woman wailing, ‘No, please, no!’” Investigators believe Ramirez held her daughter tightly in the fall, which may have cushioned the baby, according to ABC7 New York as relayed by Fox News. Her high school friend Dominique Rosado said: “In the last moment of her life she was protecting her daughter.”

The reports describe a documented history. According to ABC7 and the Daily Wire, citing the Post, Carrasco was charged in January with third-degree assault for allegedly slapping Ramirez during a dispute, and days later was charged with burglary for allegedly breaking into her apartment and waiting for her. The Post also reports an earlier arrest for threatening texts to a different ex-girlfriend and two more for unrelated offenses. A neighbor named Mike told ABC7, as relayed by Fox News, that he remembered a man “kicking the door down trying to get into the apartment” in January.

What the reports do not say matters as much. None we reviewed states how either January case was resolved, whether bail was set, or whether an order of protection was in place. Those are records a court file or the Bronx District Attorney’s office can answer, and until they do, this story does not claim he was free because of any particular decision.

On Thursday he was walked out of the precinct, seemingly smiling, as onlookers jeered; ABC7 puts it in the afternoon, while FOX 5 describes it as earlier that day. Bystanders shouted “Coward! Coward!” and a Bronx resident, Sandra Guzman, said, “I told him he’s going to get his turn in jail.”

The child was first reported critical. By Thursday she was stable and improved enough to be moved by helicopter from Jacobi Hospital to Cohen Children’s Medical Center in Glen Oaks for specialized treatment, ABC7 reports. Carrasco was expected to be arraigned in Bronx Criminal Court on Thursday; we found no report of the outcome.
