January 2025: ICE issued a detainer for an inmate held in Cook County jail on sex assault of a minor charges. Cook County refused it under Pritzker’s TRUST Act + Way Forward Act + Cook County 11-O-73. He was released. 17 days later: arrested for homicide. An 18-year-old Loyola University Chicago freshman who survived childhood cancer. Her accused killer, Jose Medina-Medina, had two separate ICE detainers ignored under Illinois' Trust Act. DHS named Gov. J.B. Pritzker (D-IL) by name in a public statement.

Jocelyn Nungaray
Twelve years old. Both suspects were caught at the border by Border Patrol and released the same day under the Biden administration's catch-and-release policy. Weeks later, they murdered her in Houston. Texas is seeking the death penalty.

Laken Riley

Kembery Chirinos-Flores
A 24-year-old single mother of a 5-year-old, murdered in Sunnyvale. Her killer had two prior domestic violence arrests with two ICE detainers — both refused by Santa Clara County under its sanctuary policy. DHS named the county March 30, 2026.

Marvin Morales
An ICE detainer was active. Fairfax County prosecutors dropped all charges December 15. He shot a man dead the next day. Two elementary schools went on lockdown during the manhunt. DHS: “blood on their hands.” Alleged MS-13 member. Federal firearms charge filed December 29.

Rachel Morin
Mother of five, murdered on a Maryland hiking trail. Her killer carried an active Interpol warrant — he had raped a woman and her 9-year-old daughter before heading north.
