Court surveillance footage, obtained by Fox News and later broadcast nationally, shows Muhammad Abdulqadir Omar waiting in a holding area inside the Minneapolis federal courthouse following his arraignment on the morning of May 21. Court officers momentarily turned away. Omar moved quickly to the fourth-floor balcony railing and went over. Witnesses on the street outside reported seeing a man drop from the building; FBI agents, who had been staged outside, intercepted him within two blocks. He was captured limping, consistent with the drop injury.

Omar had appeared for arraignment on charges including conspiracy to commit health care fraud, health care fraud, and conspiracy to launder money. He is alleged to have billed Minnesota’s EIDBI program for autism therapy sessions that were never provided, using fictitious patient records and fraudulent provider credentials. The House Oversight Committee found in March 2026 that Gov. Walz (D-MN) and AG Ellison (D-MN) were aware of fraud warnings in the Minnesota social-services programs as early as April 2020 — and responded by retaliating against state employees who raised concerns. Walz dropped his 2026 reelection bid January 5, 2026.

AG Ellison’s May 21 statement on the new charges ran fewer than 200 words, called the fraud “appalling,” and made no reference to the House Oversight findings, the whistleblower retaliation documented in the March 2026 report, or the state’s own oversight failures. His office has not announced any state-level charges in connection with the Medicaid fraud complex.
