Xi Just Sentenced Two Defense Ministers to Death.
On May 7, 2026, a Chinese military court convicted former Chinese defense ministers Wei Fenghe and Li Shangfuof accepting bribes — Li Shangfu also of offering them — and handed both men death sentences with a two-year reprieve. In their cases, per the court’s own specification, no commutation or parole will be allowed after the penalties commute to life imprisonment. The Singapore-based security scholar James Char called these “the harshest sentences imposed on members of the Central Military Commission in modern PLA history.”
The verdict is the most visible event in a much larger story. By the Center for Strategic and International Studies’ running count, 52% of top PLA leadership positions have been impacted by Xi Jinping’s anti-corruption purges since 2022. CSIS’s database identifies 101 senior officersas formally purged or otherwise unaccounted for — 36 of them generals or lieutenant generals. Of the six members of the Central Military Commission Xi himself appointed in 2022, only one remains.
The strategic implication, per the Jamestown Foundation and CSIS analysts, is that the PLA cannot meet its modernization goals by 2027 — the so-called “Davidson Window” the Pentagon long flagged as Xi’s earliest credible Taiwan-invasion target. Taiwan-area drill response times have already stretched from 3–4 days in 2024 to 19 days in the April 2025 exercises. Xi just consolidated personal control of the Chinese military. He also revealed that the military he is consolidating control of cannot reliably fight.

The sentencing language:Death with a two-year reprieve — a standard Chinese court instrument that ordinarily commutes to life imprisonment. The unusual addendum in Wei and Li’s case: the court specified that no further commutation or parole would be permitted after life imprisonment took effect. James Char called this the harshest CMC sentence in modern PLA history.
The bribe amounts:Xinhua did not disclose specific figures. The state-media language for both men referred to “huge sums of money” (Li) and “huge amount of money and valuables” (Wei).

When 52% of your top leadership is in jail or under investigation, you do not invade Taiwan. You consolidate control of the army first.

Xi Jinping is making a choice. He is willing to absorb operational degradation — turnover at every level of the PLA chain of command, a Rocket Force whose past four commanders are in custody, theater command leadership churn that pushes drill response times out by a factor of five — in exchange for personal control. The verdict against Wei and Li is the public face of that choice. The 101-officer CSIS database is the price.
