A $250,000 Drone Just Sank
a $65 Million Warship. Now the Pentagon Wants to Build It.

A Ukrainian sea drone that costs about as much as a house in the suburbs just sank a warship worth $65 million. That is not a metaphor. On March 5, 2024, a swarm of Magura V5 unmanned surface vessels overwhelmed and sank the Russian patrol ship Sergey Kotov near the Kerch Strait. Each drone that did it costs somewhere between $250,000 and $300,000 — the warship it destroyed cost more than 200 times that.

That arithmetic is the whole story, and on July 21, 2026, it became an American one. Ukrainian manufacturer UFORCE signed a memorandum of understanding with Portland, Oregon-based shipbuilder RECONCRAFT to build Magura drones on U.S. soil — hundreds, or possibly thousands, a year. No contract has been signed and no price disclosed. But the Pentagon, the Royal Navy, and a Green Beret unit that just tested the platform in the Pacific have all reached the same conclusion: this technology works, and the United States wants it.

Without a traditional navy of its own, Ukraine has used swarms of these drones — alongside missile-armed and underwater variants — to sink or damage roughly a third of Russia’s Black Sea Fleet. Here is how a drone built in a garage came to outperform ships that took years and hundreds of millions of dollars to build.

§ 01 / The Math That Sank a Fleet

The Magura V5 is not exotic hardware. It is a fiberglass hull roughly the size of a jet ski, packed with a warhead, a camera, and a satellite link, built by the Ukrainian company UFORCE and flown by remote pilots hundreds of miles away. Ukrainian estimates put the unit cost at roughly $250,000; Russian analysts who recovered a damaged Magura from the Black Sea independently estimated its electronics alone were worth about the same figure. Either number sits below the price of a single modern anti-ship torpedo — small change against the ships it hunts.

The math only gets starker from there. The Sergey Kotov, sunk in the Kerch Strait strike, was worth an estimated $65 million. A Russian Su-30 fighter jet, brought down on May 2, 2025 by an AIM-9X Sidewinder missile fired from a Magura, was worth roughly $50 million — the first time in history an uncrewed surface vessel destroyed a fixed-wing aircraft. By USNI Proceedings’ count, the drones had inflicted more than $500 million in damage on Russia’s Black Sea Fleet within their first year of operation: eight warships destroyed, six more damaged.

Lt. Gen. Kyrylo Budanov, chief of Ukraine’s Defense Intelligence directorate (GUR), says the fleet Russia once used to blockade Ukrainian grain exports is now, in practical terms, gone.

§ 02 / A Combat Record No Navy Has Ever Matched

Ukraine’s naval drones didn’t start as fleet-killers. The earliest publicized strike attempt came in November 2022, a raid on Sevastopol harbor. By May 2023, Magura drones had damaged the Ivan Khurs, a Russian intelligence-collection ship. Neither hit sank anything — but they proved the concept, and Ukraine kept building.

The breakthrough came in February 2024, when a Magura V5 sank the Tarantul-III corvette Ivanovets — the first time in history a naval drone destroyed an enemy warship in combat. Weeks later, on March 5, Magura V5s sank both the landing ship Tsezar Kunikov and the Sergey Kotov near the Kerch Strait in a single operation.

The drones then began hunting targets no naval weapon had ever hit before. On December 31, 2024, Ukraine’s Defense Intelligence “Group 13” unit fitted a Magura V5 with an R-73 “SeeDragon” air-to-air missile and used it to shoot down a Russian Mi-8 helicopter — the first air-target kill by a naval drone. Five months later, on May 2, 2025, a Magura-launched Sidewinder missile downed the Su-30 fighter jet described above, the first fixed-wing aircraft ever destroyed by an uncrewed surface vessel. And on December 14–15, 2025, a “Sub Sea Baby” underwater variant struck the Kilo-class submarine B-271 Kolpino at Novorossiysk — the first combat strike by an unmanned underwater vehicle on a submarine, ever.

The campaign hasn’t slowed in 2026. Between July 6 and July 19, Ukraine’s “Molochka” operation struck more than a dozen vessels in Russia’s shadow fleet — the aging, flag-of-convenience tankers Moscow uses to move sanctioned oil — including 17 oil tankers and two gas tankers by July 14 alone. President Volodymyr Zelensky described the campaign simply on X: “We continue to respond to Russian strikes in a fully justified and accurate manner.”

§ 03 / Washington Buys In

The Magura’s combat record is why, on July 21, 2026, Ukraine’s Ambassador to the United States, Olga Stefanishyna, hosted a signing ceremony at the Ukrainian Embassy in Washington. UFORCE and RECONCRAFT — a shipbuilder with facilities in Portland, Oregon and South Carolina — signed a memorandum of understanding to manufacture Magura drones on American soil. RECONCRAFT co-founder Joe Silkowski said the goal is producing “hundreds, or possibly thousands” of the drones annually. It is worth being precise about what was actually signed: an MOU, not a contract. No dollar figure, unit price, or order quantity has been disclosed.

The Pentagon’s interest in Ukrainian drone technology goes beyond one exercise and one naval platform. Secretary of War Pete Hegseth’s “Drone Dominance” program, launched in December 2025 with more than $1 billion committed, is separately buying 2,000 aerial FPV attack drones — the F-Drones/F10 program, unrelated to the naval Magura — from a Ukrainian producer. Britain is pursuing a parallel track. The Ministry of Defence is developing its own maritime drone programs, code-named Wasp and Snapper; Minister for Defence Procurement Maria Eagle said only that “the system is currently undergoing final testing, and further details will be set out in due course.” The U.K. has also signed a separate $40 million contract with Syos Aerospace for Ukrainian-designed Rattler unmanned surface vessels — a second, distinct pipeline of Ukrainian sea-drone technology headed into a NATO ally’s navy.

None of this makes naval drones a full replacement for a navy. Magura swarms sink ships that are stationary, poorly escorted, or operating without air cover, and Russia has adapted with better lookouts, closer air patrols, and hardened routes for its remaining vessels. What the record shows isn’t that drones replace warships outright — it’s that a few hundred thousand dollars, deployed persistently and at scale, can force a much larger and more expensive fleet to fight defensively, hide in port, or lose ships it can’t replace quickly. That is the lesson the Pentagon, the Royal Navy, and now U.S. Special Operations are moving to buy, before it’s clear whether Russia, China, or anyone else finds an answer to it first.
